Dairen, August 10, 1908. I HAVE the honour to transmit to your Excellency herewith a translation, with original, of the Regulations issued on the 8th instant by the Governor-General of the leased territory for the encouragement of afforestation, together with a translation of an article commenting thereon which appeared on the same date in the "Manshu Nichi-nichi Shimbun," a newspaper published at this port.

The present barren and treeless condition of the hill-sides in this part of Manchuria will render the work of afforestation a difficult and lengthy process. A beginning was made by the Russians on the hills at the back of Dairen, and the work has been carried on by the Japanese. The young trees, however, suffer considerably from the depredations of the Chinese, who think much more of obtaining cheap firewood or fodder for their animals than of any ambitious afforestation schemes.

THE Regulations for the encouragement of afforestation are determined as follows:---

Kwantung Province Afforestation Encouragement Regulations.

Article 1. Land belonging to the Government shall be leased free of charge to persons desirous of using the land for the purpose of afforestation, provided that such persons are considered suitable by the Governor-General of Kwantung.

The preceding paragraph applies also to villages and associations desirous of using land belonging to the Government for the purpose of afforestation.

Art. 2. Seeds and seedlings shall be given free of charge to persons desirous of undertaking afforestation, provided that such persons are considered suitable by the Governor-General of Kwantung.
